The confusion exists because a garden bed liner is not one product solving one problem. Job One: Keeping Gophers and Voles Out
If you garden anywhere with pocket gophers, moles, or voles — most of the West and large parts of the Midwest and South — a rodent barrier is the one liner that is genuinely non-negotiable. The material is galvanized hardware cloth with 1/4 or 1/2 inch mesh. Chicken wire is the classic mistake: its 1-inch openings pass young voles, and the thin galvanizing rusts out in damp soil in 3 to 5 years. Quality 19-gauge, 1/2 inch hardware cloth lasts 8 to 15 years buried; heavier 16-gauge lasts longer still.

That decomposition is a feature, not a flaw, for beds 12 inches or deeper.
Woven landscape fabric (3 oz or heavier) is the durable alternative, and the right call in two specific situations: beds built near mature trees, where fabric slows — though never fully stops — feeder roots from invading your rich irrigated soil, and beds over ground infested with rhizome spreaders like bermuda grass, bindweed, or running bamboo. Use a quality woven fabric, overlap seams 6 inches, and accept the trade-off that worms and deep roots are partially blocked too. Skip non-porous plastic sheeting here entirely; it turns the bed into a bathtub.
Job Three: Protecting Wooden Frames
Lining the inside walls — not the bottom — of a wooden bed with material extends frame life meaningfully. Constant soil contact is what destroys pine boards in 4 to 6 years and even cedar in 10 to 15. A strip of 6-mil polyethylene, EPDM pond liner offcut, or heavy landscape fabric stapled to the interior wall faces keeps damp soil off the wood while leaving the bed bottom fully open for drainage. This is the one place solid plastic belongs in a raised bed. It matters most with untreated lumber, and it is also the standard answer for gardeners who want a moisture buffer between soil and modern pressure-treated wood, even though today’s copper azole treatments are considered safe for food gardens by the EPA.
Job Four: Elevated and Bottomed Beds
Elevated planters on legs, beds on concrete or decks, and metal trough gardens need a containment liner that holds soil while draining freely. Heavy landscape fabric or purpose-made planter liners work; solid plastic only works if you cut generous drainage holes every 6 to 8 inches. On decks, add a drainage layer — 1 to 2 inches of gravel or a dimpled drainage mat under the fabric — and make sure water has somewhere to go that is not your deck boards. For beds on concrete, keep in mind depth does the work the earth normally would: aim for 18 inches minimum for tomatoes and root crops.
What Not to Line a Bed With
- Solid plastic across the bottom of a ground-contact bed. The most common and most damaging mistake. It blocks drainage, drowns roots after every rain, and breeds anaerobic, sour-smelling soil.
- Old carpet. Synthetic carpet sheds microplastics and adhesive chemicals into food soil, and its backing eventually shreds into a permanent excavation nightmare.
- Cheap 1.5 oz fabric under a permanent bed. It tears during filling and fails in 2 to 3 years, leaving you with buried shreds and returning weeds.
- Pressure-treated plywood floors. Solid wood bottoms in ground-contact beds trap water against the frame and rot first, taking the bed with them.

For a typical 4x8x12-inch bed going onto lawn in gopher country, the proven layup from bottom to top costs about $50 to $70 in liner materials:
- Mow the footprint short; no need to strip sod.
- Lay 1/2 inch hardware cloth across the footprint, turned 4 inches up the walls, stapled every 6 inches.
- Add a full layer of overlapped plain cardboard on top of the mesh.

Hardware cloth barely interferes; worms and roots pass through 1/2 inch mesh freely, which is why it is the one bottom liner with essentially no downside. Cardboard interferes for a season and then improves things, feeding the worm population as it breaks down. Woven fabric is the real compromise: water and fine roots pass, but worm traffic drops and thick roots are deflected, so beds lined with permanent fabric behave more like large containers — they need slightly more attentive watering and benefit from annual compost topping to replace the biology the barrier limits. That is an acceptable price next to a bermuda grass invasion, but it is a price. The practical rule: use the most permeable liner that solves your actual problem, and never install a barrier you do not need.
Liner Lifespan and Replacement Signals
Climate shifts the numbers somewhat: liners buried in consistently moist Southeast soil corrode and decompose faster than the same materials in arid Western beds, so gardeners in wet regions should lean toward the heavier gauge of any material on the fence.
Expect cardboard to vanish within a year by design, woven fabric to serve 5 to 12 years depending on weight, hardware cloth 8 to 15 years, and EPDM wall strips 20-plus. The tell that a rodent barrier has failed is sudden fresh tunneling or a plant that lifts out of the soil with no roots attached — pull back soil at a corner and check the mesh for rust-through. When you rebuild a frame, always replace the liner layers at the same time; liner material is 10 percent of the rebuild cost and 100 percent of the protection. Match the garden bed liner to the actual threat under your soil, and the bed above it takes care of itself.
