Few details on a staircase matter more for safety, or for passing inspection, than railing height. If you are building a deck stair, finishing a basement, or replacing a wobbly old banister, the first question is always the same: how high should a stair railing be? The short answer is that a handrail you grip while climbing sits between 34 and 38 inches above the stair nosing, while a guardrail that prevents falls from an open edge runs 36 to 42 inches. The longer answer involves knowing which type you are building and confirming the numbers with your local code official before you cut a single board.
Those two components, the handrail and the guardrail, are not the same thing, and conflating them is the most common mistake I see homeowners make.
Handrail vs. Guardrail: Know the Difference
A handrail is what your hand slides along as you go up or down stairs. Its job is grip and stability. A guardrail (often just called a guard) is the barrier along any open side of a stair, landing, balcony, or deck that keeps people from falling off the edge. On many staircases, especially open ones, a single rail system has to satisfy both functions at once, which is why the height ranges overlap.
Understanding which rule applies to your situation determines the correct height, so settle that before measuring anything.
Handrail Height
Under the International Residential Code (IRC), which most U.S. homes follow, the top of a handrail must sit between 34 and 38 inches measured vertically from the nosing of the stair tread. The nosing is the front edge of each step, not the back where the riser meets the tread. Measure straight up from that leading edge.
That 34-to-38-inch window exists so the rail lands at a natural, comfortable grip height for an average adult. Aim for around 36 inches if you want a comfortable middle ground that satisfies inspectors easily.
Continuity matters too
A handrail must be continuous along the full run of stairs, generally required where there are four or more risers. It should run the entire flight without large gaps, and the ends should return into the wall or terminate in a newel post so a sleeve or strap cannot catch on the open end.
Guardrail Height
Guards protect open edges. For residential construction under the IRC, the minimum guard height is 36 inches above the walking surface for floors, landings, and the open sides of stairs. On the stair portion itself, the guard is measured from the tread nosing and is commonly required to be at least 34 inches, while the level portions stay at 36 inches.
You will often see decks and balconies built to 36 inches at the residential minimum. Commercial buildings and many decks designed to a stricter standard go to 42 inches. When in doubt, building to 42 inches on an elevated deck is never wrong and adds a meaningful margin of safety.
IRC vs. Commercial Code
The numbers shift depending on which code governs your project.
- Residential (IRC): Handrails 34 to 38 inches; guards a minimum of 36 inches.
- Commercial (IBC): Handrails likewise 34 to 38 inches, but guards generally require a minimum of 42 inches because of higher occupant loads and public access.
A finished basement in a single-family home falls under residential rules. A stairway in an apartment common area, office, or store falls under the commercial code. If you are unsure which applies, that is exactly the kind of question your local building department answers in a two-minute phone call.
Always Check Local Code and Your AHJ
Here is the rule that overrides everything above: the model codes are a starting point, not the final word. Your Authority Having Jurisdiction (AHJ), usually the local building department, can and does amend these requirements. Some regions tighten heights, change measurement methods, or add load requirements.
Before you build or pull a permit, confirm the exact figures with your local inspector. Building to the wrong standard means tearing out finished work and rebuilding it, which costs far more than a phone call. I never assume the model number is the local number until I have asked.
Baluster Spacing: The 4-Inch Sphere Rule
Height is only half of a safe guard. The spacing between vertical balusters or pickets matters just as much, and it exists to keep small children from slipping or getting stuck. The standard is the 4-inch sphere rule: the openings in a guard must be small enough that a 4-inch sphere cannot pass through.
In practice that means balusters are spaced so the clear gap between them stays under 4 inches. On the triangular opening formed at the bottom of an open stair, a slightly larger sphere, 6 inches, is permitted because of the geometry, but never assume, verify against your local code. When laying out pickets, I leave a hair of margin and target gaps of 3.5 to 3.75 inches to guarantee compliance even with material variation.
Handrail Grip Size and Shape
A handrail you cannot wrap your hand around is not doing its job, so the code regulates its profile, not just its height. For a round handrail, the graspable diameter is generally required to fall between 1.25 and 2 inches. Non-circular handrails have a perimeter requirement, typically a maximum perimeter of about 6.25 inches with a graspable cross-section.
This is why a wide, flat board sitting on top of a guard does not count as a handrail. You cannot grip it. If your guard is built from 2×6 cap material, you may still need to add a separate, properly sized graspable handrail mounted to it or to the wall.
Putting It Together
So, how high should a stair railing be? Set your handrail between 34 and 38 inches above the nosing, build your guard to at least 36 inches residential or 42 inches for commercial and tall decks, keep baluster gaps under 4 inches, and use a graspable rail profile between 1.25 and 2 inches in diameter. Then, before you commit, confirm every one of those numbers with your local building department. Codes protect people, and on a staircase the margin for error is measured in broken bones, not inches.
