A toilet that runs every few minutes can waste 200 gallons of water a day, and the fix is almost always a five-minute fill valve adjustment. Why the Fill Valve Matters
The fill valve controls how high the water rises after each flush. Set it too low and the bowl never clears in one push. Set it too high and water spills over the overflow tube, running constantly. The ideal water line sits roughly one inch below the top of the overflow tube, which is usually marked with a faint horizontal etch on the tube itself.
Older homes built before 1994 often have 3.5-gallon-per-flush tanks, while newer code requires 1.6 gpf or 1.28 gpf high-efficiency models. The valve does not change flush volume directly, but a sloppy adjustment can make a 1.28 gpf toilet feel like a weak commode when the real problem is just half an inch of missing water.
Identify Your Fill Valve Type
Lift the tank lid and set it carefully on a towel — porcelain chips easily on tile. Look at the vertical post on the left side of the tank.

Adjusting a Float-Cup Valve

- Slide the cup down to lower the water level, up to raise it. Each quarter inch of movement equals roughly one cup of tank water.
- Release the clip, flush the toilet, and watch the refill. The water should stop one inch below the overflow tube.
Some Fluidmaster models replace the slide clip with a screw on top of the valve cap. Turning it clockwise lowers the float; counterclockwise raises it. One full turn moves the level about one inch.
Adjusting a Ballcock Valve
Older toilets with the floating ball arm need a slightly different touch. The brass arm bends, and bending it adjusts the shutoff point.
- For older brass arms, gently bend the arm down to lower the water level, up to raise it. Use both hands to avoid stressing the valve seat.

Premium toilets from TOTO, Kohler, and American Standard often use sealed cartridges with a small adjustment dial on top. Turn off the supply line under the tank first by twisting the angle stop clockwise. Flush to drain the tank. Use a flathead screwdriver to rotate the dial — usually marked with a plus and minus symbol — by quarter turns. Restore water and test. These valves cost $35 to $60 to replace if adjustment does not solve the issue.
Common Problems After Adjustment
Sometimes the toilet still runs even with a perfect water line. The fill valve seal may be worn or the flapper at the bottom of the tank could be the real culprit.
