Painters and contractors searching for TPS cleaner are usually after TSP — trisodium phosphate — the heavy-duty alkaline cleaner that’s been the gold standard for pre-paint wall washing since the 1930s. TSP cuts through grease, nicotine yellowing, mildew, smoke residue, and old soap scum that surface cleaners like Pine-Sol and Mr. Clean leave behind. The catch is that phosphate-based cleaners are banned for residential use in 17 states under clean water regulations because they contribute to algae blooms in lakes and streams. What Real TSP Does and Why It’s Restricted

A 1-cup-per-gallon mixed solution removes 30 years of cooking grease from kitchen ceilings in one pass.
The phosphate component flows through residential wastewater into rivers and lakes, where it fertilizes algae blooms that suffocate aquatic life. The EPA tightened residential restrictions in 1994, and California, Oregon, Washington, and the Great Lakes states banned phosphate cleaners entirely for residential consumer sale. Safety Equipment You Cannot Skip
Alkaline cleaners burn skin and damage eyes faster than acidic cleaners. TSP-PF and any high-pH cleaner require neoprene gloves (Honeywell North 6779), splash-rated safety goggles (Uvex Stealth or 3M GoggleGear), and a long-sleeve shirt. Always add cleaner to water, never water to cleaner. The reverse-order mix can splash concentrated alkali into the eyes and face. Use a stainless steel or plastic bucket; galvanized buckets will react with alkaline solutions over time.
Wall Prep Before Painting
The reason TSP and its substitutes dominate pre-paint cleaning is that fresh paint will not bond to a greasy or chalky surface. Wash from the bottom up to prevent streaking, using a synthetic sponge or microfiber cloth. Work in 4×4-foot sections to maintain a wet edge.
Rinse with clean water and a second clean sponge. Two rinses are better than one; any cleaner residue left on the wall will interfere with paint adhesion. Let the wall dry for 24 hours before applying primer. Test for surface readiness by pressing painters tape onto the wall; if it pulls clean without dust or chalk, the wall is ready.
Removing Nicotine and Smoke Damage

Let dwell 5 to 10 minutes (do not let dry on the surface), then scrub with a stiff brush and rinse with a garden hose. For mildew-stained vinyl siding, add 1 cup of household bleach per gallon to the rinse step — never to the TSP solution itself.
Concrete and brick patios benefit from a stronger application: 1 cup per gallon, applied with a pump sprayer, scrubbed with a deck brush on a long pole, and pressure-washed off at 1,500 to 2,500 PSI. Don’t exceed 2,500 PSI on aged concrete; the surface paste will erode.
Storage and Disposal
Store dry TSP-PF powder in the original container in a dry location. Once mixed with water, the solution is good for 3 to 5 days before efficacy drops. Pour unused solution into the toilet, not down the sink, where any residue will more effectively flush to the wastewater treatment plant. Triple-rinse the bucket and sponges with clean water and let them dry completely before storage.
Mark mixed solution containers clearly with date and dilution ratio.
