The single most expensive mistake in a basement laminate job is using the wrong underlay for laminate flooring on concrete, because concrete constantly releases moisture and laminate’s fiberboard core swells the moment that moisture reaches it. A slab that feels bone-dry to the touch can still push several pounds of water vapor through every 1,000 square feet each day. Without a vapor barrier between the concrete and the planks, that invisible humidity migrates up, saturates the core, and pops the seams within a season or two.
Underlay over concrete has to do everything a normal pad does, cushion, quiet, and smooth, plus one critical extra job: block moisture. Choose it correctly and your laminate stays flat and quiet for decades. Choose wrong and you will be pulling up swollen planks. Here is how to get it right.
Why Concrete Demands a Vapor Barrier
Concrete is porous and hygroscopic, meaning it holds and continually transmits water vapor from the ground and the surrounding air. Even a cured slab that has been down for years keeps releasing moisture, and slabs on grade or below grade release the most. Laminate’s high-density fiberboard core is the opposite of waterproof; when moisture reaches it, the board absorbs water, swells at the edges, and the locking joints peak and delaminate.
A vapor barrier, typically a 6-mil polyethylene film, sits between the slab and the flooring to stop that upward migration. This is not optional over concrete. Every laminate manufacturer requires a moisture barrier on slabs for the warranty to hold, and skipping it is the fastest way to ruin a floor and void your coverage at the same time.
Your Two Main Options
There are two clean ways to handle moisture, and both work when done properly.
Combination Underlay with Attached Vapor Barrier
This is the simplest and most popular choice for concrete. A foam or cork cushioning layer comes bonded to a polyethylene film, with an overlap flap and tape strip along one edge to seal the seams into a continuous barrier. One product handles cushioning, sound, and moisture in a single pass. Expect $0.40 to $0.70 per square foot. Look for a permeance rating of 0.15 perms or lower to qualify as a true Class I vapor retarder.
Separate Poly Sheet Plus Standard Underlay
Alternatively, lay a standalone 6-mil polyethylene sheet directly on the slab, overlapping seams by 8 inches and taping them, then add a standard foam or cork underlay on top. This two-layer method gives you more flexibility in choosing a premium acoustic pad while still guaranteeing moisture protection. It costs slightly more in labor but lets you pair a heavy-duty vapor sheet with high-end cork.
Test the Slab Before You Buy Anything
Never assume a slab is dry. Two simple tests tell you what you are dealing with. For a quick check, tape a 2-by-2-foot square of clear plastic to the concrete, sealing all four edges, and leave it 24 to 72 hours. Condensation under the plastic or a darkened slab means active moisture. For a real number, use a concrete moisture meter or a calcium chloride test kit, which measures moisture vapor emission rate in pounds per 1,000 square feet per 24 hours.
If the slab reads high, above the flooring manufacturer’s limit, address it before flooring goes down. Options include a liquid moisture-mitigation coating troweled onto the slab or a dedicated heavy-duty vapor barrier. Laying laminate over a wet slab, even with a standard barrier, invites failure.
Getting the Thickness Right
More cushion is not better, and this catches DIYers over and over. Laminate locking systems are engineered for a specific amount of give, generally 2mm or 3mm of pad. Go thicker and the planks flex enough at the joints that the locking tabs fatigue and separate. Stick to 2mm to 3mm total underlay thickness unless the manufacturer specifically approves more.
Remember that the vapor film in a combination pad adds negligible thickness, so a 3mm combination underlay is fine. If you use the separate-sheet method, the 6-mil poly is thin enough that it does not count against your foam thickness. What you want to avoid is stacking a thick separate barrier under an already thick pad.
Handling an Uneven Slab
Concrete is rarely perfectly flat, and laminate needs a level surface. The tolerance is roughly 3/16 inch of variation over a 10-foot span. Beyond that, high spots and dips stress the joints and the floor feels bouncy or clicks. Underlay bridges minor imperfections, but it cannot fix real waviness.
For a slab that fails the flatness check, grind down high spots and fill low areas with a self-leveling compound before laying underlay. This step is tedious but decisive; a properly flattened slab under the right barrier produces a floor that stays tight and quiet for the life of the product. Skipping it undermines everything above it.
Step-by-Step Installation
- Clean the slab thoroughly, removing dust, debris, old adhesive, and any high spots, and confirm it is dry via a moisture test.
- If using a combination pad, roll it out with the foam up and the film down, running rows so the overlap flaps face the same way.
- Butt the foam seams edge to edge and overlap only the vapor film, taping it with the manufacturer’s tape to keep the barrier continuous.
- Run the film a couple of inches up the walls; you will trim it flush after the baseboard goes on.
- For the separate-sheet method, lay 6-mil poly first with 8-inch taped overlaps, then add the standard pad on top.
- Only roll out as much underlay as you can cover in one session so it does not shift, and keep grit off the film.
Seal every seam and run the barrier up the walls without gaps. A continuous, unbroken vapor barrier is the whole point; a single unsealed seam is a highway for moisture.

- No vapor barrier: The cardinal error over concrete. It guarantees swelling and voids the warranty.
- Skipping the moisture test: Assuming a slab is dry leads to failures on high-moisture slabs that needed mitigation.
