Most playground injuries that send kids to the emergency room come from falls onto hard surfaces — not from broken equipment. Park flooring is the unglamorous specification that quietly determines whether a fall from the top of a five-foot slide ends in a giggle or a fractured wrist. Choosing the right surface matters whether you’re outfitting a backyard play set, a homeowners-association tot lot, or a commercial park. The good news is that today’s options are genuinely better than the pea gravel and wood chips that injured a generation of us in the 1990s.

The Three Categories That Actually Matter
Park flooring breaks into three real-world categories: loose-fill (engineered wood fiber, rubber mulch, sand, pea gravel), unitary surfaces (rubber tiles, poured-in-place rubber), and synthetic turf with shock pad. Each has a fall-height rating measured in feet, certified to ASTM F1292. That number tells you the maximum height a child can fall onto the surface and still meet head-impact safety thresholds.
For residential backyard sets under six feet, almost any properly installed surface works. For commercial play structures eight to ten feet tall, you need a tested system with documented fall-height certification, period.
Rubber Tiles: The Easiest Premium Choice
Interlocking rubber tiles in 2×2-foot or 3×3-foot squares run $12 to $25 per square foot installed, depending on thickness. A 2.5-inch tile typically rates for an 8-foot fall; a 4-inch tile handles 12 feet. Tiles are the right choice for HOA tot lots, rooftop play decks, and any installation where you want a finished, swept-clean look.
Color holds up well — black bases with EPDM color flecks resist UV fade for 8 to 12 years before noticeable lightening. Watch the seams, though. Cheap tiles installed without adhesive on the perimeter curl after two summers, creating trip hazards. Spec a polyurethane perimeter glue and tape every joint at install.
Poured-in-Place Rubber: The Commercial Standard
Poured-in-place (PIP) rubber is a two-layer system: a base of recycled SBR rubber chunks bound with polyurethane, topped with a colored EPDM wear layer. Installed cost runs $14 to $22 per square foot for a typical 1,500-square-foot play area, less for larger projects.
The advantage is a seamless surface with no edges, no curling, and ADA-compliant accessibility right out the gate. The disadvantage is sensitivity to installation conditions — PIP cannot be poured in temperatures below 50°F or above 90°F, and rain within the first 24 hours ruins the cure. For commercial parks, PIP is the default for good reason. For residential, it usually overshoots the budget.
Engineered Wood Fiber (EWF): The Budget Workhorse
EWF is the certified version of “wood chips” — fibrous, irregular shreds of virgin hardwood specifically processed to knit together when compacted. At $1 to $3 per square foot installed, it’s the cheapest IPEMA-certified option and remains the most common choice for municipal parks and schools.
The catch is maintenance. EWF needs raking weekly, topping up annually (3 to 4 inches every 12 to 18 months), and complete replacement every 7 to 10 years. Drainage matters — pool water or melted snow on EWF turns the surface into mud within hours. Geotextile fabric and a 4-inch gravel base under the wood fiber prevents 90% of those issues.
Synthetic Turf With Shock Pad
Playground-grade synthetic turf paired with a closed-cell foam shock pad delivers an attractive, low-maintenance surface that drains fast and stays clean. Installed cost lands at $14 to $18 per square foot. Done right with the correct pad thickness, turf systems certify for fall heights up to 12 feet.
The honest drawbacks are summer heat (turf hits 150°F+ in direct sun across the southern US) and the specialized cleaning needed for pet or food spills. For residential backyards in temperate climates, turf is excellent. For southern Texas or Phoenix, it’s a problem unless you’re combining it with shade sails.
What About Pea Gravel and Sand?
Both are still permitted for play surfaces under ASTM F1292 if installed at proper depth (12 inches of clean, washed pea gravel rated for falls up to 5 feet; 12 inches of sand rated for 4 to 6 feet depending on grain). The reality is that they migrate, harbor cat waste, and require constant raking to maintain depth in fall zones. Skip them for any installation you’ll have to live with for a decade.
Drainage and Subbase: Where Park Floors Fail
Every category above lives or dies on the subbase. The minimum spec is 4 inches of compacted #57 stone over geotextile fabric, sloped 1% toward a perimeter drain or daylight outlet. For PIP and rubber tile, add a 2-inch layer of crushed stone screening over the #57 to create a stable, level pour surface.
Skipping subbase is the single most common reason new park flooring fails within three years. Tiles heave, PIP cracks, EWF turns to mud. Spend the $4 to $6 per square foot on proper base prep and the surface above will outlast its warranty.

For HOA and commercial installations, poured-in-place rubber justifies its higher cost through accessibility and longevity. For municipal parks on tight budgets, engineered wood fiber over a proper drainage base remains the workhorse — provided someone is committed to the rake-and-top-up cycle. The wrong choice isn’t usually about which surface you pick. It’s about skipping the subbase.
