How a Toilet Tank Actually Refills
Understanding the mechanism makes diagnosis obvious. When you flush, the flapper at the tank bottom lifts, dumping water into the bowl. The float drops as water leaves. Step One: Check the Water Supply

Sometimes the valve is fine but the float is mis-set, shutting the valve off too early.
On a Fluidmaster column, the float cup slides up and down on the central rod. A small thumbscrew or clip on the side adjusts the height. Slide the float higher to raise the water level. Test by flushing and watching the refill.
On a ballcock with a brass arm, bend the arm gently upward. Some older models have an adjustment screw on the valve body — turn it counterclockwise to raise the level.
Target a water level 1 inch below the overflow tube top. Too high and the tank water spills into the overflow tube continuously. Too low and the bowl flushes weakly.
Step Four: Check the Refill Tube
The refill tube is a small black or clear plastic hose that runs from the fill valve to the top of the overflow tube. After a flush, water flows through this tube to refill the toilet bowl while the tank refills.
If the refill tube has slipped down into the water or come loose entirely, the bowl will not refill correctly even when the tank does. Reseat the tube using the small angle clip that came with the fill valve, positioned so the tube sprays slightly into the overflow tube but does not extend below the water line. Submerging the tube creates a siphon that drains the tank slowly through the bowl.
Step Five: Address the Flapper
If the tank fills but the level keeps dropping, the flapper is leaking. Drop a few drops of food coloring into the tank. Wait 15 minutes without flushing. If color appears in the bowl, the flapper seal is failing.
