Failing a final electrical inspection over a misplaced bathroom receptacle is one of the most expensive mistakes a remodel can make, and it happens constantly. The electrical code for bathroom outlets is governed by the National Electrical Code (NEC), specifically Article 210, and most states adopt either the 2020 or 2023 edition with local amendments. If you are wiring a new vanity, adding an outlet near a tub, or replacing a non-GFCI receptacle, the rules below are what your inspector will check. Get them right the first time and you avoid tearing out drywall to relocate a box that sat 4 inches too close to a sink.
GFCI Protection Is Non-Negotiable
Every 125-volt, 15- or 20-amp receptacle in a bathroom must have GFCI (Ground-Fault Circuit-Interrupter) protection. This has been required since 1975 and there is no exception, not for a single high-mounted plug behind a mirror, not for a shaver-only outlet. You can either install a GFCI receptacle at the first device on the circuit and protect downstream outlets with the LOAD terminals, or use a GFCI breaker at the panel.
A standard GFCI receptacle from Leviton or Eaton runs $18 to $28 at Home Depot. A 20-amp GFCI breaker for a typical Square D QO panel costs $45 to $60. Test the device monthly by pressing the TEST button. If it does not trip, replace it. GFCIs degrade after 7 to 10 years even if they look fine.
Dedicated 20-Amp Circuit Required
NEC 210.11(C)(3) requires at least one 20-amp circuit dedicated to bathroom receptacles. You have two ways to do it. Option one: a single circuit feeds receptacles in one or more bathrooms but powers nothing else, no lights, no fans, no closets. Option two: a 20-amp circuit feeds everything in a single bathroom, including the light and fan, but serves no other room.
The wiring is 12 AWG copper, never 14 AWG, because 14-gauge wire is rated for 15 amps only. A 1500-watt hair dryer pulls roughly 12.5 amps on a 120-volt circuit, which is why 15-amp bathroom circuits trip constantly when two people get ready in the morning. Plan for the load.
Outlet Placement and Distance Rules
At least one receptacle must be installed within 36 inches of the outside edge of each sink basin. If you have a double vanity, you need an outlet within 36 inches of each sink, though one outlet positioned between two sinks can serve both if the distance check works to either bowl. Mount the receptacle on the wall or partition adjacent to the sink, or on the side or face of the vanity cabinet. Do not install it face-up in the countertop unless you use a listed countertop receptacle assembly, which most inspectors discourage.
Standard mounting height is 42 to 48 inches above the finished floor for a vanity outlet, which puts it about 4 to 6 inches above a 36-inch countertop. Center it between studs when possible to avoid hitting plumbing.
Receptacles Near Tubs and Showers
You cannot install an outlet within the bathtub or shower zone, defined as the area directly above the tub or shower threshold extending up to 8 feet vertically and 3 feet horizontally from the rim. This zone is where steam, splash, and a person standing wet creates real shock risk. The receptacle must sit outside that imaginary box.
If your only available wall is inside the zone, the rule does not bend. Relocate it, even if that means fishing wire to the opposite wall. I have seen inspectors red-tag jobs over receptacles that were 32 inches from a tub rim when the rule called for 36.
Tamper-Resistant and Weather-Resistant Specs
Since the 2008 NEC, all 15- and 20-amp receptacles in dwelling units must be tamper-resistant (TR), including bathrooms. TR receptacles have spring-loaded shutters that block foreign objects unless both prongs are inserted simultaneously. They cost about $2 more per device than non-TR. Look for the TR stamp on the face.
If the bathroom outlet is in a location subject to moisture, such as inside a shower stall (rare but allowed for specific equipment) or on an exterior bathroom wall in a damp basement, it must also be weather-resistant (WR) and rated for the location.
AFCI Requirements in Newer Code
The 2020 NEC began requiring AFCI (Arc-Fault Circuit-Interrupter) protection on bathroom branch circuits in some jurisdictions, though many states amended this out. Check with your local building department. If AFCI is required, a dual-function AFCI/GFCI breaker handles both jobs from the panel for around $55, which is usually cleaner than stacking devices.
Box Fill and Wiring Details
Use a deep 4-inch square box with a single-gang mud ring, or a 21-cubic-inch single-gang plastic box. Standard 18-cubic-inch boxes get tight fast once you add a GFCI device, which is bulkier than a regular receptacle. Count box fill: each 12 AWG conductor counts as 2.25 cubic inches, the device counts as two conductors, and all grounds together count as one conductor.
Pigtail the hot, neutral, and ground rather than using the receptacle as a splice point. This protects downstream outlets if the GFCI ever fails or gets replaced. Wire nuts should be Ideal Wing-Nuts size yellow for two to three 12 AWG conductors.
Permits and Inspection
Almost every jurisdiction requires a permit to add a new bathroom circuit or relocate a receptacle. A homeowner permit typically runs $40 to $150 and includes a rough-in inspection (boxes, wire, no drywall yet) and a final inspection. Skipping the permit can void homeowner insurance after a fire and complicates resale. The whole process adds maybe two weeks to a project. Pull it.
For the inspection itself, have a clear path to the panel, label new circuits at the breaker, leave the receptacle face plates off so the inspector can verify wire connections inside the box, and have a copy of the permit on site. Most inspectors will pass a clean install in under 5 minutes. Failed inspections cost time, often a re-inspection fee of $50 to $100, and the embarrassment of a red sticker on your panel until you fix the deficiency.
